The TAPS Board

The TAPS Board is made up of a diverse group - Social Workers, Lawyers and Social Activists.

Susan Noakes

President Susan Noakes has been with the TAPS since 1990. She was our first Income Assistance advocate (1990 to 1994) after which time she was the President of TAPS from 1994 to 1996. She has been a member of the board since that time. Her main area of focus with the organization over the past 9 years has been fundraising. Susan is a registered social worker with Community Living British Columbia (children's team).
Rose Henry Vice President Rose Henry is from the Coast Salish Nation and has been residing here on the traditional teritory of the Songhees people for the past eighteen years."The type of work that I have chosen to work at is usual with a group of people who come from a part of society that is considered one of the most disadvantaged groups. I have worked with homeless men and women who suffer from mental illness, drug addictions, and depression and separation issues. Many of these people have been displaced by society and sometime there own family and just need a little extra support from the people who work in these shelters For the past ten years I have attended and spoken out at many different rallies union and non-union if issue was about the social in justices of today's society."
Art Farquharson Treasurer Art Farquharson has been on the Board at TAPS since 1997, currently Treasurer. He worked for TAPS as an Income Assistance advocate through an HRDC training program for about 4 months one year during the slow season at his day job at B.C.Ferries. Art's main focus in social justice work is through trade unions of which he's been a member of at least 6. Beyond cycling and strolling beaches his other passion is music, union and social justice music which he provides in abundance at rallies, protests, marches, picket lines, volunteer parties and fundraising dinners. Music is central to events that Art organizes including the Corporate Golden Piggy Awards, May Day, Oct 17th Day to Eliminate Poverty and the New Year's Day Poor People's Levee Tour.
Dana Chamberlain Member: Dana Chamberlain is a Privacy Consultant in Victoria and also teaches law at Malaspina University-College. Dana's social justice interests are focused on the social and economic well-being of individuals and families, including affordable housing. Dana has worked as a student advocate at the UVic Law Centre and has volunteered as an advocate at TAPS and at the Upper Room as a server.
Member Jonathan Chapnick is a law student at the University of Victoria, with an interest in labour law and social and economic justice issues. He is a former volunteer advocate at T.A.P.S. and has also volunteered at the Victoria Cool Aid Society. Jonathan has worked with the Canadian Union of Public Employees in Toronto and the NDP Opposition Caucus in Victoria. He currently sits on the Board's Policy Committee.

Judy Lightwater Member Judy Lightwater has been working in the non-profit sector since 1975. As a consultant to non-profits and charities since 1988, she helps organizations with governance, fundraising and planning. Judy believes strongly in the need for community-based services and knows that without TAPS, many peoples' basic need for income and shelter would not be met.
Joan McHardy Member Joan McHardy
No picture available Member Freya Kodar is a member of the Faculty of Law at the University of Victoria. She has worked at two legal aid clinics in the Lower Mainland and was a Program Director at the Law Foundation of British Columbia. Her clinical work included casework, research, public legal education, and advocacy with respect to access to justice, social assistance, residential tenancies, debtor-creditor law, consumer law, and workers' rights.
Tim Richards Member Tim Richards worked as the Advocacy Coordinator and income assistance and employment insurance advocate at TAPS from 1994 until 2000. After leaving TAPS, he returned to University studies and worked at the Vancouver Island Public Interest Advocacy Group doing social policy research and systemic advocacy on poverty related issues. He is currently working as a sessional lecturer in the Faculties of Law and Social Work at the University of Victoria. He joined the Board of TAPS in July 2005, and has degrees in Economics, Law and Education.
